You might need a license upgrade. You need to look at your LEF file and see if there is a date after PRODUCTLEVEL;10

PRODUCTLEVEL;10;;2010-08-15

In the above I can't use the license with any new products that has come out after 2010-08-15. You will have to get with account manager to have the license update if that is the case.
