  We have local server users who access the report like so:

     How can we authorize them to download the app since the screen does not allow me to add the local users:

Have you configured your Directory Service Connector to access local users? Then you should be able to search and select local users from the Manage Users dialog.

If you click on the small icon between the path entry field and user name entry field on Directory Service tab, QV will try to retrieve the appropriate settings automatically.
