could you explain a bit more what you understand under the term "ad hoc design"? Or what is the scope where you got that term from.
I could only imagine that a user wants to change the objects / dimensions / expressions of an application himself, anytime and anywhere - and this is possible using the right tools and having the appropriate access rights. The right tools are determined by the possible need to change also the script / data model.
