Access to <QWV> was denied

I am using a leased license but am still not able to edit another user's QVWs. I get "access to <QWV> was denied" errors. A designer in my company has built a QVW using one of my QVDs and I need to make some changes to the script on it. I also need another developer here to be able to edit QVWs that I have built and he is unable to do so. He is also using a leased license. My question is, how can I get access to edit these QVWs? We have seen similar posts that mention section access as a possible culprit, we do not have section access set up on any of these documents so we are fairly confident that this is not our issue.

Attached is a sample of the files we are unable to open... I created it and another developer I work with was unable to make any changes to it.

I'm able to open it. I've made update to it. Can you check if you can open this file.

Well, the file I received from Sudeep Mahapatra was editable, but when I took it and put it back on our server I was still the only person that could make changes to it. I am going to speak to our server admins and see if they have any clue why we are not able to make changes to these files.

Server admins confirm that this in not caused by any type of windows security settings.
