Alternate state and Section access

Hi Community,

I have some filters(List boxes) in alternate states and i have section access on Country level. But when i select a particular country, the filters having Alternate states all the values are showing and not filtering out.

Please advice how to fix this.

I have tried removing Alternate states and security , implemented security first and then implemented Alternate states but still not working.
