I Have chart like shown on right

Need to display values on Y-axis.

I have set the static min, max, and step values.

maybe you have Hide Axis checked in Axis tab

No the Hide Axis option is unchecked.

another option could be

shift + ctrl and drag the red rectangle

or post the qlik doc
