Bar chart - plotting values above and inside

I have a bar chart that I have the values plotted inside the bar. However when the bar's value is really small it won't plot the value. Is there any way put the values inside the bar, but on occasions have them on top of the bar? Or do you have to do all of them or none of them.

I don't think that there is a way to customize it. Its either plotted inside or on the top. Only thing I have done at times is to add values to the axis.
