Bar chart with first bar from one expression appearing just once & other bars from second expression appearing normally

Hi,

I have a situation here...

SO i want to create a bar graph with 2 dimensions  Month_name & Variable_bins

My expression will be development_percent & Month_percent .

I want my first bar to be development_percent (I want to rename my month_name here to be development)  & my next two bars should display Jan 2017 ,Feb 2017 Month_percent values.

Please see attached qv file ..The first bar must be development percent

my next two bars must have 1/1/2017 ,2/1/2017 month_percent...I want the variables bins in the stacked format as is...
