Calculation of indicators ON the DATE (on the end of month, quarter, year)

Implementing CASCO claims in QV we faced with the following challenge:
We need calculation of indicators ON the DATE that is not within a period “date From – date TO", as of the reporting date from the beginning: at the end of the month (on 31.01.2014), quarter (31.03.2014), year (on 31.12.2013), a specific date in the calendar (on Today).
In the attached example:
the first column is the ID of the claim, following 2 columns are the claim declaration date (DATE1) and claim closing date (DATE2)
Cell E1 - the end of the reporting period, for example: 01.06.2012 this means we calculate the indicators for the end of may 2012
In cell E2, MS Excel formula, which gives the desired result (as requested from business side)
With column G and then - actually table in Qlikview in which we cannot reproduce the same formula as in MS Excel for calculation of Newly registered claims and Outstanding claims.
