Can we convert two headers rows into 2 distinct columns using CROSS TABLE?

As shown above, I need to transpose two field headers into two Attribute columns using Cross table. 1st & 2nd columns are Qualifier Fields.3rd Column should be holding top row details-Unrestricted or InTransit and the 4th column should hold 2nd row ie. Location. 5th column shall be Data
