Condition syntax

Hi,

Please tell me what's wrong with the below syntax:

= '=TEST_CASE_STATUS=' & chr(39) & 'Complete-Passed' & chr(39) & 'AND TEST_EXPIRATION_DT1=' & TIMESTAMP(TODAY()) 

It's not working.
