Connecting to SAS Dataset

Yes, I know this question has been asked before, but I need a bit clearer answer. I am trying to connect to a SAS data file (sas7bdat)

I found this document, and went through the whole thing and got a SQL error.

How to Setup ODBC Connection to SAS Datasets.doc

Does SAS need to be installed locally for this to work? Am I missing something else. I followed the directions exactly.
