ConvertToLocalTime - DST issue in QV v12.10 SR3

Hi All,

Recently we upgraded to QV v12.10 SR3 and since then Convert to local time "DST" is not working correctly.

Expression:

ConvertToLocalTime('05/06/2016 07:06:00 AM', 'UTC-08:00')

(or)

ConvertToLocalTime('05/06/2016 07:06:00 AM', 'UTC-08:00', 0)

With QV v12.10 SR3:    5/5/2016 11:06:00 PM

With QV v11.20 SR12:  5/6/2016 12:06:00 AM

DST setting is enabled on QV server machines.

any suggestions could be appreciated.

But didn't find any reference reported on this issue. Any other suggestions, wonder if its working for others.
