Cost Analysis Model Help

I have been banging my head on the wall for days now and i cant seem to solve this, I am fairly new to Qlik. Here is the scenario

I have a file that is attached. There are two tabs one which is devices and the second is costs.

For year 1 i want to show the average total cost for orders that happened in year 1 by state, and the same for year 2

Then i want to show the average cost of year 1 and 2.

What is the biggest issue you can't seem to resolve? Assigning the years to OrderDate?

You Excel file seems a bit to complicated here, there seems to be no relation between Device, State and year start / end. So you could just create a master calendar and apply your year start / end logic there.

If you have done something like this, the rest should be quite straight forward as a front end solution, see attached for a sample.
