Create new row - time intervall

I have a problem and I don't know how to solve it. How would you solve it? Please include code examples.

I have an Excelfile looking like this (with a lot more rows of course!). And the criterias:

* Add new row if Customer group shall belong to a new Area.

* The time intervalls can't overlap. So if "A" belongs to "CS" on the 2016-08-31, then "A" can't belong to "Customers" on the 2016-08-31. It shall start on the 2016-09-01.
