Document properties option not visible for user under Settings

The user has a production CAL leased, security is commented out of the load script, and yet the document properties and other functions are not visible to the user.  Does anyone know the cause?

After commenting the security was the document reloaded?

It turns out the user was using Open From Server and not double clicking the file.  Sometimes it's the simple stuff...
