Dollar Sign Expansion Question

Hello, I have the following set analysis expression that I have set as a variable. However when i use this in subsequent formulas/expressions via dollar sign expansion it doesn't appear to work.

=Avg({1<[ACCOUNTING_PERIOD] = {$(v1AccPeriodAgo) , $(vCurrAccPeriod) , $(v2AccPeriodAgo) }, [ACCOUNTING_YEAR] = {$(vCurrAccYear) }>} Cost) .
When used without expansion it pulls back the desired result. However a fter expansion the formula looks like:
=Avg({1<[ACCOUNTING_PERIOD] = {=5- 1, 5, =5- 2}, [ACCOUNTING_YEAR] = {2012}>} Cost])
The AccPeriod variables are derived as follows:  '=$(vCurrAccPeriod)- 1'
Has anybody got any tips on how to set the formula as a variable and then use it in further expansion.

you need to use Quats when using varaibles in set analsys
