Is there a way that a list box vertical scroll bar enabled always?

Yes, is automatic if your list of values are more long that the size of box

Yes, a easy way would be decrease the list box length that will do . But if the values are too less than the length than the scroll bar disappears

yes but.... user cant see the full values which availbe in list box...

u can give width aswell.
