Filters based on different sets of data aggregation

Hello,

Below is my filters for an application. Due to the way data is structured in the database, I need two sets of queries to get correct amount output. For instance, first query is aggregated by Unit, Region and State; second query is aggregated by all columns.

What's the best way to combine these two data set (two queries) so that the correct value gets rendered:

1) when Unit, Region, state is selected the values should come from first query

2) when County, City, Zip, Type, Program is selected the values should come from second query

I still want to see the corresponding county, city, zip, type, program for each Unit, Region and State though.
