Force Always one Selected in List Box

Hi,

I am using this expression

IF(ACCT.CLOSE_DTE = '<=' & TODAY(),'Closed','Open')

However, it is not working..'Open' always populates the field.  Basically I want 'Closed' to display when the close date is less than or equal to today's date, otherwise display 'Open'.

I appreciate any help guys?

Thanks
