Gauge Chart Help required

Hi All,

I am trying to customize message "Too Few Expressions" with the message "Data is not available for current filter options". But it is not working and showing the same message
"Too Few Expressions".

Please refer attached conditional.qvw.

For the following filter options, i am getting this message.

First Filter Options:
1->ITO
2-> ADE(PACE)

Second Filter Options:
1->OTR
2->Carbox/iFleet

Please tell me where i am doing wrong.
