GeoQlik local install Windows 8.1 possible?

I'm installing GeoQlik server locally on a Windows 8.1 Microsoft surface and it won't complete the install.

Does anyone know if there are any restrictions with Windows 8.1 or Microsoft surface?

I have this working on a Windows 8 operating system...
