Have to Reload same data Twice Before it Updates

I have a script that uploads qvds and csv's once a day. The script runs without error but one of my CSV reloads does not update until i run a Reload a second time without chang to CSV file since first run. What causes this? I moved the script order but still have to run twice. It is always the same csv that this occurs with. I am on qlikview 9 64bit

Just discovered that the first reload leaves out exactly 1132 records from each QVD and CSV file loaded.
