How can I create this table ?

within the attached 'data to create sheet' . I have three tables. the fourth one labelled 'to create'

I would like to create the third on qlikview using the first three mini tables. How can I show the highlighted managers on qlikview.

Fourth should should be present in script / UI? On what bases [Inherent Risk] calculated?
