How can i unrestrict the data even after Role Base Security?

There is a situation that i need to unrestrict the data even after the role base security.

Please guys give your suggestion/ideas how can i achieve this..

Can you provide some example  to understand the scenario better ?  One idea maybe having the unrestricted data as ISLAND table and load it

yeah actually that a good idea but it is a calculated result how can it in the island table.....

Kumar sample data i will prepare

the scenario is like this

College has different Departments (CSE, IT, ECE, EEE, MECH , CIVIL) . College has a Main Admin  who can view all departments pass percentage and also total college pass percentage. now the Main Admin restrict the Each Department Head to view only their respective departments pass percentage. Now the Principal thought to show the total college pass percentage to each department heads and also their respective departments pass percentage but not other department pass percentage.
