How do I make an action to select every row except for the ones with a duplicate field?

I'm using a text object that I've turned into a button to narrows down a straight table so it has the data that the text object represents. The problem is in this picture.

I don't want duplicates in the ITMSNumber field. How do I prevent that from happening? Do I use an action or edit the table itself?
