How to create Fiscal Quarter and Fiscal Year in a script

I am loading Request Dates (M/D/YYYY h:mm:ss TT' ) from an Access DB through ODBC and would like to create two columns: Fiscal Quarter and Fiscal Year in the table. For example, Q1 range is from 11/01 to 01/31 and FY13's range is from 11/01 to 10/31.

What script would you recommend?
