How to remove the Access Point menu?

We are now incorporating a QV report in a website.

However users do not suppose to see this menu in our website:

Can we hide the whole menu?

The document properties has the option 'hide unavailable menu options' only.

This option cannot hide the whole menu.

We cannot install the IE plugin in users' computers.
