I don't know of anyway to do this and question why would you want all IP to generate a ticket? This sounds like it would cause a security issue.

Actually the thing, is we want to generate Web tickets without having Trusted IP in place.
If i don't provide Trusted IP, it gives me "Invalid Call"
Request will be coming from third party portal, we have SSL in place, so security is handled at IIS, so if there is any request for port 443, we want to provide Web Ticket.
