If statement with 2 conditions and set analysis syntex

Hello

I have a statement which is not working , and I require some help with the If statement. 

The statement is:

Count

({<data_source_diag={'In', 'Out'}>} If(Match(month_end_breach_risk_6wks('2) No date', '4) Dated - end of month breach')), ur_number))

I have tried set anlaysis, and now know that I do not require set anlaysis instead, as I want the outcome of this statement to remain static and not change in line with the users selections

Can anyone help me fix my If statement with the 2 conditions
