Is it possible to create a Citrix connection for external users in QlikView?

I think you mean: Is it possible to use QlikView through a Citrix connection for...? Yes, in your Citrix session just start a browser and navigate to the AP.

Citrix being the enviornment (like Windows) and QlikView being the application.

Remember that the QlikView published documents platform has a client/server-architecture, which makes Citrix a bit useless.
