Is it possible to publish a Qlikview document as a html document so that user who is not having qlikview software on his PC will be able to view the document,
Yes it can be done using Accesspoint. On the Qlikiview Server a user can be added and that user must be alloted a QV Analysis. These two steps. After that the User can be capable of opening the Accesspoint(HTML) site to open a Qlikview document.
Through the menu, select File->Print as PDF. The pdf format isn't the same as html but it will allow you to share the report with pretty much any other computer either by sharing the pdf file or by putting the pdf file on a website.
