Launching a new qV TOOL (collection of apps.)

Does anyone have a qV document which can act as a front end/menu system to access a number of documents/apps.

Looking for something:

     1.     Simple to develop (ie.maintain the list of documents) and use

     2.     Can add additional security (easily)

     3.     Includes other addn. features ...
