Legend in Line Chart

In one line chart the I am able to format the legend so the items are displayed horizontally.  In the other chart they are vertical.  I can't figure out how to change the vertical to horizontal - or vis versa.

If I've understood, activate the chart, then hold down Ctrl and Shift.  Parts of the chart should now be surrounded by red boxes, including the legend.  Drag the legend box wherever you want.  If you drag it to the top or bottom, it will display horizontally.  Anywhere else, and it will display vertically.

Hi John,  thanks for your response.  I dragged it all over.  No change.  Not sure if I "locked" something.

Maybe I've just misunderstood the problem.  Can you post a picture or example?
