Listbox frequency is incorrect in qlikview

Listbox frequency is incorrect. Example:

Country	Active
India	Y
USA	Y
China	N
Japan	Y

Now if i take a list box to show frequency of Country, it is only picking values where Active=Y.

This is a strange behavior.

Both Country and Active field are in separate table and are connected via a key field.
