What error in the expression it is MTD calculation.

=Sum( {<[Util Daterep] = { ' >=$(=Max((MonthStart([Util Daterep])))) <=$(Max([Util Daterep]) '  }>} [Amount Verified])

You have to write

=Sum({<[Util Daterep]= {'>=$(=Max((MonthStart([Util Daterep])))) <=$(=Max([Util Daterep]))'}>} [Amount Verified])

Some Bracket and comma mistake
