Mashup with fullscreen layout

I would like mashup to behave more like qlik sense full screen layout without vertical scroll.

I tried to size them appropriately using px size but that doesnt scale them same on all screens.

for example,when i view it on my laptop,its well fit but when i look on a larger screen,it doesnt scale full.

I would like Header +Search to consume 20% of screen and a big container(with many objects in it) that consumes the rest 80%

My Search on google spoke more about responsive design that fits screen horizontally but not vertically.

Any idea's please ?
