I have a bubble chart plotting the data parity status , what ever min and max values I have some bubbles seem to miss to Plot ... please take a look at the minimum date value 2/19 has the data parity status as Red but its not plotted .. can some one please let me know what min and max values I should set in order to NOT miss any bubble plots

If you want to start from ealiest 60 days before today, set the static min for x-axis on axes tab accordingly:
=RangeMax(MIN([Ingestion Date])-1,today()-61)
Well,
you are filtering out Ingestion Date that are older than 60 days, so no wonder these are not shown in the chart?
=sum(if([Ingestion Date] >=today()-60,[Ingestion Date]))
Oops! my bad .. sorry .. I forgot that I made that change recently ...but why am I seeing 2/15 the start date should be 3/11 right?
I see the all the bubbles seem to be clamped towards right side can we adjust to make sure they are spread out evenly?

Not sure why you are seeing values for 2/15 in the attached application the chart looks like below, no bubbles between 2/15 - 3/1 .. how do I make the chart start from past 60 days only .. I mean I want the x axis dates to start from 3/11 as of today.
