'ORA-06413 Connection not open'

Hi,

With QV version 11 (64 bits) on Windows server 2008 I am trying to connect ( with force 32 bits)  to an Oracle Data Base but it does not work. I get message error 'ORA-06413 Connection not open'.

Could you please help me. In advance, thanks a lot.
