Populate missing months and generating missing data based on average of the other entries available
i have a list of hospitals that mostly reported their doings monthly, i have the hospital's code, city, state, which are all not really useful for what i need and also i have the code of the procedure performed and the amount of times that procedure was performed, as time goes by the reports steadily stop/decrease, i'd need a way to populate the entries with their missing months associated with their work (both for the months before the entries and the months after the entries available) and a way to estimate their values based on their behavior (some for example only do a single procedure once a month so it's safe to assume that's their behavior for the entirety of their active time) and based, if possible on the behavior (maybe the average?) of the rest of the hospitals proportional to their size
