Previous Year

I need a calculation to pull through previous year, I have - 

sum({<Financial_Month={'<= $(=Financial_Month)'},[inc_report_group_3]={'Elective'}, [Calendar Month], Financial_Year = {'=$(=only([Financial_Year]) -)'}>} inc_priceactual) / 1000)

Which gives me current year and I assumed adding in -1 to the Financial_Year would pull through last year but it doesn't. What have i done wrong?
