QV12.30 SR1 Desktop chart labels incorrect when using conditional dimensions - bug?

I upgrade my QV desktop from 11.20 to 12.30 and it noticed incorrect labeling in bar charts and line charts

it appears that on X axes it shows the label of the first dimension (even if it is conditionally hidden) and the second dimension is shown as the label of the legend (even if it is conditionally hidden). 

Tried different changes but to no avail.image.pngimage.png

see example in attachment. Set variable nav to 1 or 2 and notice the labels in the chart and compare it with the table

same problem in desktop 12.20.209000.
