What is the best model for deploying a Qlik View application for use by users outside one's business organization?  What are the requirements and related costs?

Such questions are best discussed with your Qlik partner, as he/she will be able to take your particular environment and requirements into account.

To get you started, I would say QlikView Extranet Server with Session or Usage CALs, but that depends.

Peter is correct but I would also add that using the standard QlikView Server licence to allow access to external users would be in breach of the licence agreement. You'll need Extranet server.
