Yes, you need to purchase license for that

But i can able to download Qlikview workbench tool  freely in qlikview sites itself ,so can I able to use the that qlikview workbench tool which what i downloaded

QlikView workbench can only be installed on a QlikView Server

In order to access the QlikView workbench you would need licenses for QlikView
