Yes, you need a license to open QVWs other than those created for you in your computer session (a different laptop, for example, even if it's your same user, will require a license). As Otto said, contact Qlik Sales or your closer Qlik Partner in order to obtain a license.
If your organization is a partner of Qlik (not QlikView, Qlik), you should know your Partner Manager or at least a phone number of your local Qlik office. Contact those.
