Regarding section access

Hi,

I was trying to connect to "http://localhost:4780/QMS/AuthTable" url through section access publisher authorization but it says "Couldn't connect to server". I tried opening in browser but it didn't work.  Can anyone help me out with it.

I was trying to do it in script editor dialog box.
