Restrict values displayed using more than first expression

Is there a way to Restrict Which Values are Displayed using more than just the first expression?

I have a group of panel charts:

The top row should be in the same order as the bottom, and I just realized it isn't. I'm trying to limit the charts to the top 5 people each time frame, but the top chart is going off of my first expression, whereas the bottom chart is a combination of the two expressions
