Scrolling tabs in browser window - buttons disappeared

I have an app with many tabs.

It used to have 3 buttons at the right at the point where the list of tabs fills the browser window horizontally: a scroll left, scroll right and a drop list of tab names.

It still has that for at least one other user.

Now there are no buttons and 2 tabs show in a 2nd row at the left edge. That never used to happen, it never used to wrap around to a 2nd row.

I don’t see the buttons any more in Firefox or Chrome on my machine.

I have another app with many tabs and I can see the 3 buttons as expected.

This seems odd. If it was an app issue, it should not work for anybody, but it does. If it was a browser issue it should affect both apps for me, but it doesn’t.

So maybe the browser (both Firefox and Chrome) has a setting that is specific to the app?

Any suggestions or experience of this?
