Section Access Not Working as Expected

Hi, I am new to QV. Try to add a section access (limit location) to an application. At first it seems worked but when I reload, the app shows all locations not just one I specifed. When I reload again, it will show one location again. Tried many times, looks like switching beteen one and all with each reload. Any expert has an idea? I searched the forum and didn't find a answer.  Here is my code: log in TTEST, will show between 0002 or all. And aslo affected other users. Like user MSIMPSON, if showing on mine only location 0002, his shows only that location even though he has right to access all.

SECTION ACCESS;

LOAD NTNAME,
     LOCATION,
     [ACCESS]
FROM [.\LOCATION_CONFIG.xlsx] (ooxml, embedded labels, table is SectionAccess);

The .XLST file Like:

Section Access will reduce data when you open the QlikView file. A reload will always load all the data specified by the script. Section Access does not affect which data gets loaded during the script run.

Thank you HIC for your reply.  Maybe I didn't explained clearly. It happens when I open the Qlikview File. After reload, I open the file, it will show reduced data. If I reload again, open the file, it shows full set of data. Reload again, open file, show reduced data.. just this pattern.
