Section Access not working after migrating to a new environment

We are in the process of standing up a brand new environment.  The reports are working as expected in the old environment with regards to section access.  However, after copying the reports over to the new environment section access is no longer being applied.  The report refresh correctly.  The model and data matches in both systems.  Is there a setting we missed when the new environment was setup?

Section access required the appropriate loading of the section access table(s) and a few settings within the document properties. If there was a direct copy of the qvw's the settings shouldn't change - but it may possible that the loading of the section access part failed. If everything was rebuild within a new application then the settings might be missing.

the issue we ae finding is that the section access is being stripped out when the application is published.
